personality
Billy is a friendly and kind individual. He makes friends easily and he cares for people in general, concerned over others' safety, trying not to make a scene in Westview to the residents. He's happy to be included in a group, he's very sociable and practices little details like putting out snacks and hanging up bunting when inviting people over.
He is adaptable to a situation, generally battling through and moving on from confusion by ignoring it in favor of assessing his surroundings.
Generally curious, he was the one who pulled on the thread that led him to Agatha, and he's the one who started up each clock on the Witch's Road trials. He learns magick by himself and writes the spells in a book, and is willing to meet up with total strangers in shady spaces in order to get the information that he wants.
He is most afraid of the strength of his powers corrupting him, and causing him to do unscrupulous things. He rejects power that he believes is ill-begotten, and is horrified to find that his powers have run of their own accord and what that means for his role in people's deaths. He doesn't want to be perceived as dangerous, and he fears taking after his mother in that regard.
He is deeply emotive but usually keeps the negative ones, and all his guilt, bottled up to ill effect. For instance, he feels guilty over having essentially possessed the body of William Kaplan, over Alice dying, and over his role in taking a body for Tommy. But without expressing this guilt, it leads to explosive results.
Billy is also good at deception - though he initially tells white lies to his parents just to avoid their disappointment, he also leads Agatha and the others to believe he doesn't know much about witchcraft, and at the end he does manipulate Agatha into making a sacrifice by invoking her son.

Billy has two histories - one as William and one as Billy. Billy was born in Westview as a manifestation of Wanda's desires to have children. He and his twin Tommy were born in a hex in which the town's inhabitants were all brainwashed to follow what Wanda wanted them to do. He was magically aged up by her from infancy to childhood all the way to ten years' old, within a real-life span of a handful of days.
Meanwhile in Eastview, a boy named William Kaplan who was a normal human boy had grown up into a thirteen-year-old kid who was celebrating his bar mitzvah. He had a stable home life, a dog, presumably friends since his bar mitzvah was packed, and a passion for magic. In his room are figurines of Wizard of Oz characters, an ouija board, etc.
At his bar mitzvah was Lilia Calderu, a witch who saw into his future and placed a sigil on him to hide him from all witches, including herself.
As Wanda relinquished the hex on the town, the twins had to disappear. Billy, who had inherited his mother's powers, sought out a nearby dead body to inhabit, which happened to be William, who had died seconds ago in a car accident caused by a distracted truck driver.
Billy, now inhabiting William's body, didn't remember anything about his life as either child, which freaked out his parents. He pretended to get over the amnesia in order to spare his parents the pain of losing their son entirely. He slowly started to piece together who he was, and hatched a plan to get answers about his life, as well as to rescue Tommy's soul.
Going to Westview, he breaks Agatha out of the spell that Wanda's put her under, and manipulates her into gathering a coven together. The coven goes down the witch's road, in order to all gain their powers or answer their pressing questions.
While on the witch's road, they go through several trials and many of the witches die as a result. They also bond as a coven. It is initially revealed that Billy has a sigil on him, but then the sigil is broken as Billy displays his powers. Eventually Agatha, Jennifer, and Billy are the only ones left surviving.
Billy, with Agatha's help, uses his powers to attach his brother Tommy's soul to a recently deceased boy. This, along with Billy having done that for himself as a passive power, angers Rio, who hunts after both him and Agatha. She strikes a deal that she must take one. Agatha sacrifices herself for Billy and dies.
Later in his room, he is surprised to find that many of the things he'd seen on the witch's road were things once owned by William Kaplan, and he correctly guesses that his powers had been the thing that brought life to the witch's road. It hadn't existed before, and that's why everything looked exactly as he'd imagined.
Agatha appears as a ghost to inform him of this, and he tries to exorcise her, but eventually they make amends and set out to go find Tommy together.
